Bucher's Insight Helped Guide Capitola Development
Former Councilman Dies at Age 60
When former Capitola City Council member Bob Bucher died Oct. 16, he left a history of shaping the growth of the city, colleagues recalled.
"Bobbie brought a unique perspective to the council regarding construction and the quality of development," said current council member Ron Graves, who served with Bucher during his three consecutive terms from 1982 to 1994.
Bucher himself worked in construction all his life and shared his understanding with other city representatives.
"When he served, there was a great deal of development going on in Capitola – there was the mall, the wharf, the community center – and he was very helpful in that way," said Graves. "I think he had the respect of the building community and the general community. He was not about over-building, but quality building."
Graves described Bucher as quiet, to the point and uninterested in the political side of serving the community.
"I remember sitting on his couch when he said he was not going to spend a dime on his campaign for a third term. If people reelected him, that's fine. That was Bobbie," Graves remembered with a laugh.
Stephanie Harlan, who served on the council for six years with Bucher, shared a story of how a resident had come to complain about mice he suspected were coming from a commercial neighbor.
While the other council members promised to look into it, Harlan recalled Bucher saying, "Go to the pound and get some cats."
She described him as kind, considerate and sensible.
"He always had the best interests of Capitola and the citizens of Capitola at heart," she said.
