Final Ballot Counting Continues
Ballots with Signatures Tossed Out

The race for one seat on Capitola’s City Council re-mained undecided as of Monday, Nov. 27, with County elections staff still working through a final canvas of the Nov. 7 election. Results must be posted by Dec. 5 and may appear sooner.

In initial results, Maureen O’Malley Moore had a three point lead over Ronald Graves for the Council seat, but about 600 absentee ballots from Capitola have since been tallied.

However, votes cast by individuals using the wrong precinct’s provisional ballot are still being manually transferred to the appropriate ballots for counting.

Even over the Thanksgiving holiday weekend, a handful of election workers were at their jobs working on the remaining counts, but the final canvass was still several days away.

County Clerk Gail Pellerin explained that the office is also weeding out ballot cards that voters marked with their initials or, in some cases, signed. Marking the ballot invalidates the anonymity of the vote.

By law, they must be tossed out, and the switch to a single card this year means the voter’s choices in every race will be lost. The law is meant to prevent fraud such as candidates or supporters “buying” votes. Pellerin said County legal staff was reviewing the law.
