Professional Liquor Registry: Start of registration from June 15 – Instructions for use

Field of application
The directive relates to businesses that are active in the production, processing and distribution of ready-to-drink alcoholic products as these products are defined in point a) of Article 79 of the Law. 2960/2001, i.e. ready-to-drink alcoholic beverages subject to the provisions of Article 80 of the same law.

The Electronic Register of Commercial Alcoholic Beverages as well as the Electronic System for the Identification of Alcoholic Beverages were put into production on 06-15-2023 (Article 2 of A.1077/2023 Joint Resolution).

especially:

a. With regard to the electronic label register for alcoholic beverages, the start date for label registration is 15.6.2023.
Accordingly, and as specified in the Joint Resolution between the Deputy Secretary of the Treasury and the Governor of AADE pursuant to Sections A.1263/2021:
– the people who actually active Until 15.6.2023 in the field of production and distribution of alcoholic beverages, it must be registered in the electronic register of alcoholic beverages within a period of 90 days from the above date (Article 10 of the Joint Decision under Sections A 1263/2021),
– the people who I will become active From 15.6.2023 onwards, for the first time, in the field of production and distribution of alcoholic beverages, they must be registered in the electronic register of alcoholic beverages, until the end of the month following the month of the start of their activity in the competent DOU (Section 5, paragraph 2, of the Joint Resolution under Sections A.1263/2021).

B. Regarding the electronic alcoholic beverage identification system,
– the Persons who are obligated to register In the electronic register of professional alcoholic beverages falls within the time period From 15.6.2023 until 15.9.2023, they must start recording the required (As per joint decision by data A.1263 / 2021), data In the electronic identification system for alcoholic beverages From 10-30-2023 (Section 1, paragraph 1, above, of Joint Resolution under Sections A.1077/2023).
– l all other persons(for example, self-employed with activity commencing on 16.09.2023), Paragraph 1 of Article 7 of the Joint Decision under Sections A.1263 / 2021, under which it applies to obligated persons, Payable by the thirtieth (thirtieth) day of the month following the month of their registration in the electronic registry and receive the Commercial Alcoholic Beverage Unique Number (AEAP), To enter the required information in the electronic identification system (As per Joint Resolution under Section A.1263/2021) data.

B – Persons who are required to register in the electronic register of professional alcoholic beverages.

By the joint decision of the Deputy Minister of Finance and the Governor of AADE pursuant to Information A.1263 / 2021 on the subject of “Maintaining an Electronic Registry of Licensed Alcoholic Beverages and Implementing an Electronic Registry for the Identification of Alcoholic Beverages” (Article 3), the obligation to register in the Electronic Registry of Registered Alcoholic Beverages has whoever carries out any of the activities The following are related to ready-to-drink alcoholic beverages, namely:
– Produce,
– imports,
– receive from another mm, or
– They have the products through wholesale sales within the country and at the same time they have activity code numbers (major or minor) that fall into the wholesale trade sector.

c. Products for which there is an obligation on persons to be registered in the electronic register of commercial alcoholic beverages, to register data in the electronic system for the identification of alcoholic beverages.

Persons to be registered in the electronic register of commercial alcoholic beverages, they have Obligation to record data In the electronic system for monitoring (identification) of ready-to-drink alcoholic beverages, in relation to import, production, receipt and disposal Only in relation to ready-to-drink alcoholic beverages subject to the provisions of Paragraph A) of Article 79 of Law 2960/2001 as specified in Article 80 thereof. Not in the other categories of alcoholic beverages mentioned in paragraphs b), c), d) and e) of the same article (i.e. beer products, intermediate products, wine and fermented beverages are exempt from the obligation to record data).

D- Procedures for registering alcoholic beverages data in the electronic identification system for alcoholic beverages.

Obligated persons in the electronic identification system of alcoholic beverages record daily movements, based on the batch statement and other data of the respective product (as defined in Appendix II of the data below A.1263/2021 Joint Resolution), incoming/outgoing alcoholic beverages ready to drink, within five (5) business days from the day of the relevant transaction (production, processing, purchase/receipt/import, sale, return).

However, it is indicated in accordance with Article 1 of the data below 1077/2023 of a Joint Resolution amending Section 7 of the following clauses Article 1263/2021 joint decision:
– Persons who produce the above-mentioned products within the country inside or outside the suspension system, people who receive products from other countries or import them from third countries, that is, people who have the mentioned products for the first time in the local market, are required to register in the alcoholic beverage electronic identification system for movements Daily ready-to-drink incoming and outgoing alcoholic beverages.
– All other responsible persons are obliged to register in the electronic system for identifying alcoholic beverages with daily movements of alcoholic beverages ready to drink only.

In addition, it is made clear, according to Article 3 of the statements below Joint Resolution A.1263/2021, Registration of appointments for overseas movements of ready-to-drink alcoholic beverages relates to in-country wholesale sales (eg, for the sale of alcoholic beverages to supply ships and aircraft, there is no obligation to register in the Electronic Alcoholic Beverages Identification System).

Finally, for the convenience of traders, a user guide is hereby shared with regard to registration in the Professional Liquor Electronic Registry as well as data registration in the Electronic Liquor Identification System, which is published on the AADE website.
